Joining the PLEJ Community
There are more than 8,000 local election departments nationwide. Their responsibilities are complex, encompassing election law, public relations, cybersecurity, personnel management, and logistics—all before the votes are even counted. Large jurisdictions, in particular, face added challenges due to their scale, including issues related to volume, technology, security, language accessibility, records management, and evolving voting laws. These dynamics often make their circumstances uniquely complex within their states and territories.
The Partnership for Large Election Jurisdictions (PLEJ), a nonpartisan nonprofit, provides these jurisdictions with a trusted community of support, access to best practices, and a stronger platform for making change with peers from similarly sized jurisdictions. Our members— who who oversee elections for over 100 million Americans across 35 states and DC —face the greatest scrutiny, logistical burdens, and highest stakes.

Eligibility
Election professionals representing jurisdictions of 250,000 people or more, or any of the four largest jurisdictions in a U.S. state or territory may join as full PLEJ members.

These members join in their individual capacity to take advantage of PLEJ’s professional development offerings and expand their networks as well as gain knowledge about large jurisdiction needs. Individual membership is open to:
- Current or former election officials from PLEJ-eligible jurisdictions
- Current election officials from jurisdictions in a U.S. state or territory with a population between 249,999 and 200,000
- State election association leaders (e.g., President/Vice President, CEO, Executive Directors)
- Professionals in PLEJ-eligible jurisdictions who perform election-related work

- Invitations to group work sessions to build community
